James was born in Forsyth, Montana on June 3, 1941 to the late Paul and Myrtle (Coffin) Starr. He had one brother, Dale, who died at a young age. After graduating high school, he enlisted in the Army where he worked in Armor. He served two tours in Viet Nam as well as tours of duty in Germany, Alaska, Hawaii, and several posts in the United States. He retired from the military in 1982. Shortly after retiring from the army, he was hired by Atmel and worked in security for 23 years.
James was a member of the New Apostolic Church. He loved reading, hunting, and cruising. He and Judi traveled to many parts of the world and enjoyed many cruises together.
He is survived by Judi, his wife of 50 years, and his children, Cyndee (Dave) Kruggel and Dan Starr.
