

Born in Manhattan, NY and raised in St. Albans, Queens, Cynthia grew up with her parents and two siblings as the middle child. While in college, she met Hiawatha Jeffery Toney, and they married July 1981. Together they moved to California, where they welcomed their daughter, LaQuisha (Toney) Jennings.
Cynthia dedicated her life to raising LaQuisha while also building a successful career. She worked her way up through several roles before finding her professional home at Nestlé, Inc. There, she excelled in her work and formed many of her closest lifelong friendships.
Her greatest joy, however, came with the arrival of her grandchildren, Christien and Kendall Jennings. Becoming a grandmother was Cynthia’s crown glory. She embraced this role with love and enthusiasm—attending birthdays, graduations, basketball games, movie nights, and even traveling to Singapore to share in their lives.
Cynthia valued her friendships deeply and nurtured them through every stage of life. She kept bonds from her childhood in New York through her years in California and Maryland, each friendship holding a special place in her heart. She was known not only for being the life of the party, but also for being a loyal and loving friend who made people feel cherished.
Cynthia was preceded in death by her mother, Victoria Moultrie, and her brother, Anthony Moultrie. She is survived by her father and stepmother, John and Justine Moultrie; her sister, Patricia Harvey; her daughter, LaQuisha Jennings ; her son-in-law, Nathaniel Jennings; her grandchildren, Christien and Kendall Jennings; and a host of nieces, nephews, and extended family and friends who will forever remember the love and light she brought into their lives.
Cynthia’s vibrant spirit, infectious laughter, and devotion to her family and friends will be remembered always.
A Celebration of Life Ceremony will take place in Maryland and a burial in New York July 2026.
