
He was born on December 25, 1954, in Carthage, Missouri, to Homer Lee Phillips, Sr. and Vietta Pegi-Jean (Gillispie) Phillips.
Homer grew up in Hallsville, Mo as the oldest of seven children and graduated from Hallsville High School in 1973. After graduating high school Homer joined the Air Force. From an early age, he had a natural talent for working with his hands and fixing just about anything. He enjoyed motorcycles, working on cars, fishing, and tinkering in his shop. One of his greatest joys was spending time with his son, Scott, working on vehicles together and sharing stories along the way.
For many years, Homer traveled throughout the eastern United States doing commercial electrical work. Before becoming an electrician, he worked alongside his father and brother John at the family auto body repair shop in Hallsville, where he developed the strong work ethic and auto repair skills that stayed with him throughout his life.
On May 27, 1995, Homer married the love of his life, Fran Boney, in a ceremony held at his parents' home on the family farm in Hallsville. Together they built a life filled with love, laughter, and countless memories.
Homer never met a stranger, loved visiting with friends, neighbors, and anyone willing to share a conversation. He was a familiar face at many Hallsville restaurants, where he enjoyed good food, hot coffee, and even better company. Homer also enjoyed spending his leisure time watching movies.
He is survived by his wife, Fran Boney-Phillips of Jefferson City, Missouri; his son, Scott Phillips of Kansas City, Missouri; four grandchildren, Tyrese, Anthony, Paul, and Cash Phillips; his brother, John Anthony Phillips and wife Marcia of Callao, Missouri; his sisters, Deana Lynne Phillips and spouse Malcolm of Columbia, Missouri, and Misty Dawn Robb and husband Cliff of Hallsville, Missouri; as well as many nieces, nephews, other relatives, and dear friends.
He was preceded in death by his parents, Homer Lee Phillips, Sr. and Vietta Pegi-Jean Phillips, his son, Johnathan Andrew Phillips, three siblings, Linda Sue Kelsey, Vietta Marie Hale, and Michael David Phillips.
Graveside services will be held on Saturday, June 13, 2026, at 1 p.m. at Memorial Park Cemetery.

Homer utilized this service many times and they provided nothing but dignity, care, respect, and kindness. They run solely on donations and volunteers.
