Roger was born in Independence, Missouri on September 9, 1948, the son of Bantz and Thelona (Cook) Dowis. He was married to Linda (Frankowski) Dowis for 42 years and she survives of the home.
Roger worked as a officer for the Los Angeles Police Department, retiring after 25 years. Afterwards, he and his family moved back to Missouri where he worked for the State Patrol as a license examiner.
Roger was a member of The Crossing church and enjoyed writing, volunteering and his dogs. He loved the ocean, the beach and lighthouses.
Survivors include his wife, Linda; two daughters: Christe Winegar of California and Beth (Andy) Kinder of Iowa; son Scott (Renee) Dowis of Colorado; eight grandchildren and one great-grandchild.
Roger was preceded in death by his parents.
