

Andrew L. Spencer was born on March 17, 1935, in Henry County, Virginia, to the late Lucy T. and Andrew J. Spencer. As the oldest and quietest of his five siblings, Andrew carried a gentle spirit throughout his life and never spoke ill of anyone he met. His strong work ethic began early—shining shoes and selling newspapers to help support his mother and siblings.
He was a proud graduate of East High School, where he excelled in track and earned multiple medals and varsity letters.
Andrew served his country with honor for 22 years in the United States Army. He was a decorated soldier, a skilled paratrooper, and fluent in two foreign languages. His dedication and courage were evident throughout his service, including two tours in Vietnam. Andrew retired with distinction at the rank of Master Sergeant. During his military career, he met the love of his life, Chong Spencer, and they shared 49 years together.
Affectionately known as “Billy” or “Uncle Billy,” he held a special place in the hearts of his family and loved ones. He shared a close bond with his siblings, and their frequent gatherings were filled with laughter, fellowship, and cherished memories.
When asked to describe their brother, his siblings shared:
Earl: “Billy was an easy-going guy who didn’t bother anybody. He wouldn’t start it, but he would finish it if needed.”
Geneva: “He was a protective big brother, humble, and loved rhubarb pie.”
Lloyd: “He was honorable, truthful, humorous, and just a good brother”
Andrew enjoyed fishing and the peaceful solitude it brought him.
He was preceded in death by his loving parents, Andrew J. and Lucy T. Spencer, and his sister, Dorothy England. He leaves to cherish his memory: his devoted wife, Chong Spencer; his children Andrew (Roxanne) Payne, Carlton (Gloria) Keith, Liem Thi Ngoc (Michael) Le, and William (Nicole) Spencer; his siblings Julius Earl Spencer, Geneva Osborne, and Lloyd (Sharon) Spencer; and his grandchildren Kaysan, Wesley, Ziann, Tapeceia, Tiakish, Xavier, Carmelita, Kevin, Brian, Tony, Cindy, and Sydni.
He is also survived by a host of great‑grandchildren, along with a host of nieces, nephews, great‑nieces, great‑nephews, extended family, and dear friends who will forever hold his memory close.
