

Jill was born on August 5, 1957 in Charleston, West Virginia, and was pre-deceased by her birth mother, Peggy Jo Barker Phalen, when she was a young child. Her father, Clarence "Bugs" Phalen married her mother, Madeline, who raised her along with her siblings in Fairfield, Ohio. Jill and her family were active members of the Fairfield community where her father served as mayor.
After graduating high school, Jill attended the Ohio State University in Columbus. While in college, she was a page at the Ohio Statehouse for State Representative Mike Fox of Butler County. This was the beginning of her career in state government. Jill served in executive positions in the administrations of Governors Voinovich, Taft, and DeWine.
While at OSU, Jill met the love of her life, Kevin S. Reardon. They married in March of 1980 and were able to celebrate their 45th wedding anniversary this year. Jill and Kevin were blessed with two incredible children, Bryan and Katie.
Jill's family was her greatest joy. The life she made with Kevin, Bryan, and Katie, and later with the addition of their spouses and grandchildren was what anchored her and what made her soar.
Jill was a member of the Northwest United Methodist Church which sustained her spiritually. She loved to attend the Chapel in the Woods during the summer months and appreciated online worship after she was no longer able to attend in person.
Jill's giving spirit was remarkable. She always thought of others and was generous with her time and friendship. Her personality was radiant, drawing so many into her circle of friends. She could see humor in almost any situation. That, coupled with her intellect and common sense, made her both the ideal co-worker and confidante.
Jill will be missed by all who knew her. Jill was predeceased by birth mother, Peggy Jo Barker Phalen, father, Clarence "Bugs" Phalen and mother, Madeline Phalen; mother-in-law, Hannah Reardon, and brothers-in-law Michael Reardon, Edgar Reardon, Scott Yambrich, and numerous aunts and uncles.
Survived by the absolute loves of her life: husband, Kevin Scot Reardon, son Bryan Scot Reardon (Jennifer Reardon) grandchildren, Madeline Anne (Maddie) Reardon, and Keegan Scot Reardon, daughter Katie Reardon LaPlace (Todd LaPlace) grandchildren, Hannah Kay LaPlace, Grace Scot LaPlace and Ella Patricia LaPlace. Beloved sisters: Jeannie Phalen Meyers (Tim Meyers), niece McKenna (KK) Meyers and nephews, Tanner and Connor Meyers; Jo Beth Phalen Yambrich, nephew Spencer Yambrich; brother Clarence Arthur Phalen III (Kathy) nephew Benjamin Michael Phalen (Jing Phalen) great niece Mimi Phalen and nephew Brett William Phalen. Aunts Joyce Barker Clements (Alan) and Beverly Barker Brawley (David). She is also survived by much-loved nephew Michael Reardon (Heather) and great nephew Van Reardon and niece Kerrie Reardon Janosko (David) and great niece Julia, and great nephews Joseph and Jacob. She is also survived by several cousins.
During Jill's extended illness she had the opportunity to spend time with her many close friends whose kindness and efforts on her behalf were innumerable, selfless, and continuous. She loved every one of these friends who through the years became family.
Visitation will be held from 4-7 PM on Wednesday, July 2, 2025 at SCHOEDINGER NORTHWEST, 1740 Zollinger Road, Upper Arlington, Ohio 43221, where a Celebration of Life Service will take place at 10 AM on Thursday, July 3, 2025. Interment at Wesley Chapel Cemetery.
