Born in Cooperstown, PA, he was the son of Hunter and Evelyn (Buchanan) Hoover.
Richard was a graduate of Rocky Grove High School. He enjoyed fishing, music and collecting newspaper articles.
Richard was preceded in death by his parents, Hunter and Evelyn Hoover; brothers Jack Stephen Hoover, Jeff Hoover, and Charles Hoover, and sister Sandra Lindsey.
He is survived by two brothers: Larry Hoover (Bonnie) of Tempe, AZ and Joseph C. Hoover (Lynne) of Cooperstown, PA.
