

Emma June (Rice) Phelps, 83, of St. Albans, left this earth to be with our Lord in heaven on Wednesday, Dec. 2, 2015 at home surrounded by family, friends and her pastor, Mark Stauffer. She was retired from DDS (Disability Determination Section) with 37 years of service, DIV.REHAB. Emma was a member of Highlawn Baptist Church in St. Albans for many years. She had many interests, including sewing, painting and helping others. She was a lifetime member of the National Rehabilitation Association and the West Virginia Rehabilitation Association. Emma was preceded in death by her parents, Jay Rice Sr. and Verlie (Kirk) Rice; two brothers, Jay Rice Jr. and Glen Rice; two sisters, Cathy Rice and Joy Mason; and brother-in-law, Marshall Moore. She is survived by her loving husband of 55 years, Bill Phelps; sisters, Jewel Moore of Mansfield, Ohio, and Brenda (Winfield) Francis of Huntington; special nephew, Winfield Scott Francis, and niece, Melissa Jo Currey; and two sisters-in-law, Betty Hinkle and Dorothy Rowsey, both of Milton. The family would like to thank Dr. Julie Ann DeTemple, special caregivers from Kanawha Hospice, Lynese Danford, Beth Plantz and many others. Also, special caregivers, Jean Langston, Barbara Simpson and Lisa Brown and Chaplain Pete Thompson. Funeral service will be held at 2 p.m. Sunday, Dec. 6, at Casdorph & Curry Funeral Home, 110 B St., St. Albans, with Pastor Mark Stauffer officiating. A visitation with family and friends will be held two hours prior to the service at the funeral home.
