Joe Evans Carter, 82, a retired foreman of PCI Construction (Tampa, FL), Chesapeake, WV - - Mr. Joe “JusJoe” Evans Carter passed away on Tuesday morning, June 16th 2026 from a terminal illness at Hubbard Hospice House in Charleston, WV. He was born on the 30th of March 1944 in Charleston, WV. He loved his family, friends, and the simple things in life. Laughing, singing karaoke, and throwing darts with those close to him… He loved Nascar and the Pittsburgh Steelers. He was a Christian man and a very proud American. Mr. Carter is survived by his wife of 34 years, Lessie Carter, twin brother Gibby Carter, sister Charlotte Simonds, daughter Angela Kelly, son Michael Gillenwater and grandson Jacob Gillenwater. There will be no public memorial service at this time
