Born July 13, 1942, Jay grew up in Philadelphia. Upon graduation from the University of Rochester in 1964, he spent a year on scholarship at the University of Wurzburg in Germany. This was followed by seven years in Greece where he taught English.
Returning to the States, he settled in Los Angeles and began a long affiliation with KPFK-Pacifica Radio. In addition to his work at the station, for many years he taught English to adults through the Los Angeles County Public School System.
