

In a small town of El Campo,Tx something big happened on August 13, 1943. A beautiful baby girl was born to the late Raphus Sr. and Leola Foley. They named her Effie Jewel Foley, as most gems she was destined to shine and be eye catching. She was the third child to arrive in the family but there would be many more to follow. She being the eldest surviving daughter she took on the roll of looking after the 8 siblings that followed. She attended E.A. Greer High School where she excelled in track and participated in the basketball team. She also found time to be a member of the majorette squad. Upon graduation in 1961, she moved to Dallas, Tx where she attended Grahams Barber College. While attending barber college she met and married Johnny M. Brown. From this union one child was born; Andre' Dion Brown. Upon completion of Barber college she spent a short time as an instructor at the college. From there she moved on to her first business venture JEWEL AND JOHNNYS BARBER SHOP in East Dallas. This was only the beginning of her entrepreneurial spirit which she inherited from her father. This drive led her downtown to El Centro college where she took classes in Real Estate. Not long after she and her husband purchased there first home, a duplex, in East Dallas. Just like her siblings many more would follow. She began a new career with the United States Postal Service in the early 1970's where she worked for 37 years until retirement. This is also where she met her next husband Hershel Floyd Jr., after her divorce from Mr. Brown. From there union two children were born; Floretta Jenai Floyd and Hershel Floyd III. During her time the the Postal Service she gained a name for being a vocal advocate for her fellow co-workers. Helping to file grievances and challenging unfair policies. She took this same advocate stance downtown to the city council meetings. Where she was a regular on the docket. Be it arguing the proximity of liquor stores to schools or housing issues. At an early age, Effie Jewel dedicated her life to our Lord and Savior by being baptized at Pilgrim Rest Baptist Church in El Campo, Tx where she served faithfully. Upon moving to Dallas she continued to serve at St. Luke "Community" United Methodist Church under Rev. Dr. Zan Holmes. Those who will be there to welcome her into glory; parents Raphus Sr. and Leola Foley, brothers Jerrol, Norris, Ralphfel Foley, sisters Bobbie Joyce and Gloria Foley, daughter Floretta Jenai Floyd, sister-in-law Lois Samuels, brothers-in-law Hugh, Lonnie and Willie Floyd. She leaves to cherish and celebrate her life a loving husband Hershel Floyd Jr., two sons Andre' Dion Brown (Jacqueline) of Pearland, Tx and Hershel Floyd III of Dallas, Tx, a granddaughter Ari'el Jenai Brown, four grandsons Jonathon Chance Brown, Jarrod Chad Brown, Semahje Ahmad Floyd, and London Floyd., two brothers Raphus Foley Jr.(Houston, Tx) and Paul L. Foley(El Campo, Tx), three sisters Kathleen Bufford (Houston,Tx), Carrol Taylor,Gale Davis(Dallas,Tx), one sister-in-law Von Floyd and one brother-in-law Johnny Floyd. Along with a host of nieces, nephews and cousins. Our time here is just a flicker of the flame. She let her light shine whether it came with a soothing warmth or with a burn.
