

He was the son of James Edgar Palmer and Ruth Waltz Palmer.
He grew up in Dallas in the Lakewood area. He graduated from Woodrow Wilson High School in 1947 and received a BBA Degree from Southern Methodist University in 1951.
After serving 2 years in the U.S. Navy Reserve during the Korean War and a 48-year career in Sales Management, Sales Promotion and Retail Merchandising he retired in 2001.
For the past 25 years he was very active with the Dallas, Lakewood and Skillman Southwestern Library Friends Boards, serving as President of both the Lakewood and Skillman Southwestern organizations on a number of occasions.
In 2007 he was appointed as the Dallas City Council District 14 Representative on the Dallas Municipal Library Board. He was then appointed by the Mayor as Chair of that Board in 2010 and served in that capacity until his 8-year term on the Board expired in 2015.
His primary function and effort on all these Boards was one of active advocacy for our Dallas Public Libraries.
He was preceded in death by his wife Eugenia Gray Leftwich Palmer. He is survived by his daughter Leslie Carrell Palmer and sons James Gray Palmer and Phillip Waltz Palmer. He is also survived by his 2 grandchildren, Anna Gray Dirkx and Charles Lennon Dirkx.
