Joe was born in 1928 in the Lisbon area of Oak Cliff, Dallas, Texas, the fifth child of Fred O. and Vena Coulter. He volunteered to the Navy at the tender age of 17 near the end of World War II where he served honorably on Guam. After his naval service, he met his one true love, Bernice L. Buchanan, whom he married and remained totally devoted even after her death in 2015. It was an extraordinarily happy marriage and they raised four children together.
Joe was employed as a civilian employee of the Corps of Engineers as an engineering technician. He served the Corps of Engineers in many roles and became a supervisor over a five-state territory. Finally, Joe was promoted and served in Saudi Arabia, where he supervised over the construction of the King Khalid Airforce Base, which was later utilized by our troops during the Gulf War. Joe also worked for the civil engineering firm, Terra Mar. After serving his country in such manner for more than 40 years he retired. In retirement he restored homes in the Winnetka Heights historic neighborhood in Oak Cliff before moving to Cedar Creek Lake where he served as president of the Oak Harbor POA. He moved back to the metroplex in the latter years to be closer to healthcare and to be near family.
He was preceded in death by his beloved wife, his mother and father, as well as, all his siblings, brother Fred O. Coulter Jr., and sisters Dorothy Coulter, Margaret Hawkins and, Alta Faye Bostic, He is survived by his children, Dr. Steven J. Coulter, Janice L. Miron, Kimberly A. Stallo and, Katherine S Michels, as well as, 1 daughter in law, 2 sons in law, 9 grandchildren, 10 greatgrandchildren and a number of other close relatives and friends.
