He is survived by his parents, Jan and Kenneth Tippie, his sister Susan Hulen, and his sister Grace Niemeyer and husband Greg Niemeyer. He had six nieces and nephews who he dearly loved: China Pappan, Christian Hulen, Lacy Hulen, Jeremy Duncan, Molly Niemeyer and Emily Niemeyer.
Billy was preceded in death by grandparents Phoebe and Hardy Tippie and Bill and Virginia Hamilton.
Billy enjoyed camping, high adventure activities, and Boy Scouts. He was proud to be an Eagle Scout. He loved to reminisce about going to Philmont and the Northern Tier with his dad on father-son Boy Scout trips. He had many lifelong friends from Boy Scouts.
Billy was a devoted son and grandson. He was born a little later in life to the delight of all. His sisters loved him dearly, as he loved them. His nieces and nephews enjoyed spending time with Billy.
The family will receive friends on Friday, September 9, 2016 at Sparkman-Hillcrest from 6-8 pm. The funeral service will be at Sparkman-Hillcrest on Saturday, September 10 at 11 am.
