Lloyd was born on August 7, 1934, in Hillsboro, Texas, the oldest of 8 children of Selma Bullard and Mildred (Perkins) Bullard. He spoke of growing up in the Oak Cliff neighborhood of Dallas where he could hear the roar of lions from the nearby zoo, ran track in high school, and worked as a bagger at the local grocery store.
Lloyd attended Arlington State College for 2 years and was drafted into the Army, where he served honorably from 1958 to 1960 and then in the Army Reserves until 1964.
Lloyd's Army experience in topology sparked a lifelong passion for drafting and map-making, which he honed into a successful career. He worked as a lead draftsman creating oil and gas field geologic maps for several oil companies and played a key role in drafting the original plans for I-635 (LBJ Freeway) during his time in the City of Dallas Planning Department.
On November 18, 1960, Lloyd married the love of his life, Wanda "Sue" Sneed, who he met on a first date arranged by his sister Dorothy, who worked with Sue at Sears on Lamar. Together, Lloyd and Sue raised four children—Deborah "Debbie" Baker, Lloyd Douglas "Doug" Bullard, Teresa Bullard, and Ronald "Ron" Bullard—in the Pleasant Grove neighborhood of Dallas, where the family’s home was filled with laughter, love, and a variety of pets.
Lloyd was known for his quiet, kind, and practical nature. He was a man who valued family and was known to share an honest smile and a thoughtful pause before speaking. He enjoyed camping and fishing with family, going to family gatherings, and relaxing evenings watching television favorites including Westerns and Star Trek. Lloyd accommodated the numerous family pets that were brought into his home and had a fondness for beagle hounds. His interest in beagles led him to becoming an avid competitor and respected judge in beagle field trials across the country and to run the local beagle club for many years.
In his retirement, Lloyd and Sue lived in Wills Point, Texas, surrounded by the peaceful countryside he loved. He enjoyed managing livestock, raising beagles, hosting beagle field trials, quiet afternoons at home, and spending time outdoors, often sitting under the shade tree in the front yard chatting with visitors.
Lloyd was preceded in death by his beloved wife, Sue, his parents Selma and Mildred Bullard, his sisters Barbara Perkins, Dorothy Samson, and June Stough, and his brothers Bryan and Ray Bullard.
Lloyd is survived by his children Debbie, Doug, Teresa, and Ron; his grandchildren Matthew Bullard, Rachel Baker, Megan Estes, Jadon Bullard, Curran Baker, Amry Bullard, and Cree Bullard; seven great-grandchildren; his brothers Roland and James Richard Bullard; and countless extended family members and dear friends who will forever cherish his memory.
Lloyd’s life was a testament to love, loyalty, and quiet strength. He will be deeply missed by all who knew him.
