

Born on May 6, 1946, in Wyandotte, Michigan, Penn graduated from Rogers High School before attending the University of Arkansas. Through the University's Reserve Officers' Training Corps (ROTC) program, he earned a commission in the United States Army and proudly served his country as a Captain during the Vietnam War. From 1969 to 1974, he flew Cobra attack helicopters and was awarded the Bronze Star in recognition of his distinguished service. Following his military service, Penn spent much of his professional career in sales management, where he built a reputation for hard work, determination, and success.
He is survived by his beloved wife, Katherine Evans Papini; his daughter and son-in-law, Wesley Papini Rupar and James Ray Rupar; his grandchildren, Weston James Rupar and Wynne Josephine Rupar, and his sister, Claire Papini McJunkin. He was preceded in death by his brother, Rano Paul Papini, his mother, Ruth Arlene Papini, and his father, Rano Papini.
A memorial will be held at 2:00pm on July 11, 2026 at Sparkman/ Hillcrest Funeral Home Chapel. Family and friends are invited to attend a reception following the service beginning at 4:00 p.m. at the home of Wesley and James Rupar.
The family is grateful for the care, compassion, and support provided by friends, family members, and healthcare professionals at Baylor Scott & White downtown throughout Penn's illness.
