Frederick was born on July 30, 1955, the beloved son of Charles Victor and Rosie Victor-Woods. From an early age, he had a passion for cars, able to identify nearly any make and model at a glance, a skill that never failed to impress family and friends. His love for automobiles was only rivaled by his sharp sense of humor and quick wit.
At just 17 years old, Frederick enlisted in the United States Army, where he was stationed in Germany for four years. He served his country with honor and pride. Upon returning home, he continued his commitment to service by joining the Moline Police Department, where he made history as the first African American police officer in Moline. His leadership and dedication paved the way for future generations, and he served his community with integrity and passion.
In his later years, Frederick found purpose in giving back. He was a devoted volunteer at Heart of Hope Ministries, playing an essential role in its weekly food pantry and ensuring those in need were served with kindness and compassion. His generosity and unwavering dedication to helping others will never be forgotten.
Frederick’s legacy is one of strength, service, and laughter. He had a unique ability to turn any moment into a story worth telling, often leaving those around him laughing until they cried. Whether cracking a joke at just the right time or playfully teasing loved ones, he had a gift for bringing joy wherever he went.
He is survived by his daughter Keysha (Chris) Rush and Frederick (Garland Grant) Victor, Jr. grandchildren Mason, Jonas, Averyon, Elizah, Damion, Apollo, and Frederick III. He also leaves behind three beloved sisters, Lynda Sargent, Angilla Johnson, and Ruby Manley, along with a host of cherished family members and dear friends who will forever hold his memory close to their hearts.
Frederick was preceded in death by his parents, his brothers Cedric Victor and William Jones, and his grandson Kingston C. Victor.
Rest in peace, Frederick. Your dedication, kindness, and unwavering spirit will never be forgotten.
