

BALMER, Joseph E., Jr., retired executive vice president and former member of the board of directors of Citizens Federal, died August 4, 2013 at Miami Valley Hospital. He was 83 years old. He is survived by his loving wife, Patricia Hope Balmer, whom he married on June 29, 1958, a daughter and son-in-law, Teresa (Tracy) and Richard Cohen, of Hudson, Ohio, a son, Dayton attorney Joseph E. Balmer III and his wife, Robin, two granddaughters, Miranda Yeager and Mikayla Cohen, both of Hudson, a brother and sister-in-law, John C. and Karen Balmer, of Beavercreek, and a brother-in-law, Dr. Benjamin V. Smith Jr. and his wife, Karen, of Hilton Head, SC, along with numerous nieces and nephews. Joe was a member of Bethany Village in Centerville, OH. Joe was a 1947 graduate of Xenia Central High School and a 1951 graduate of Wilmington College.
Actively involved in the greater Dayton community, he served as President of the Miami Valley Council of the Boy Scouts of America, on the Board of Trustees of Wilmington College, as an Elder and Chairman of the Board of Trustees of Westminster Presbyterian Church, as President of the Oakwood Kiwanis Club, as Chairman of the Dayton Area Ohio Foundation of Independent Colleges, as a member of the Dayton Mayor’s Council for Economic Development, on the board of the Wright Patterson AFB Domestic Action Program, and on many committees of the Chamber of Commerce and United Way. He was a long-time board member and former Treasurer of the Easter Seal Society and a long-time member of the Dayton Racquet Club, the Engineers Club, Dayton Country Club, and NCR Country Club. During the Korean War, Joe served as a Communications Officer at the Naval Air Base in Atsugi, Japan, and aboard the aircraft carrier, The USS Corrigidor. At the time of his death, he was a past President and Honorary Member of the Criterion Club, and a member of Normandy United Methodist Church.
Memorial services will be held at the Normandy United Methodist Church, 450 W. Alex-Bell Road, Centerville, Ohio at 11:00 a.m. on Wednesday, August 7, 2013 with the Rev. Jim Riggs officiating. The family will greet friends from 10:00 a.m. until the time of the service. Burial will be at the convenience of the family in David’s Cemetery, Kettering. Arrangements in care of the Tobias Funeral Home – Far Hills Chapel. In lieu of flowers, the family requests that contributions be made to the Boy Scouts of America or Normandy United Methodist Church.
