She was born on February 2, 1945 to Leo & Alice Hiemer in Chandler, Oklahoma.
She attended Chandler High School, graduated in 1963 and spent her career working in the insurance business for 59 years before she retired in 2022 at the age of 77.
She married in 1965 and had two children, Robin Kay Long and Steven Thomas Wingo.
She was an avid country music fan and loved to go dancing several times a week up until she turned 80. Her biggest pride and joy was her family and the time she got to spend with them.
Fran is survived by her sister, Freda Gardner, brother-in-law Gary Gardner of Mustang, OK, Sister-in-law, Laquita Hiemer of Meeker, OK, her children, a daughter Robin Long, her husband Jon of Texas and a son, Steve Wingo of Moore, Oklahoma, twin granddaughters Heather Burks and Brooke Litten of Texas, grandsons Weston Wingo and Holden Wingo of Moore, Oklahoma, and 3 great granddaughters, two in Texas and one in Oklahoma, numerous nieces and nephews, extended family and friends.
She is preceded in death by her parents, Leo and Alice, brothers, Jimmie Hiemer and Albert Hiemer, sister, Carol Frost, and daughter-in-law, Stephanie Wingo.
Funeral services will be held at Bill Eisenhour Funeral Home At Sunny Lane Cemetery, 4000 SE 29th Street, Del City, OK, on October 9, 2026, at 10:00 am, followed by a luncheon
Committal will take place at Rossville Cemetery in Meeker, OK, at 1:00 PM,
