September 14, 2022. His celebration of life will be held at Friendship Park Conservatory, 395 W
Algonquin Rd, Des Plaines, Illinois between 12:00 pm and 3:00 pm on Saturday October 22,
2022.
Jeff was born in Quincy, Illinois on February 11, 1955 to the late Forrest Eugene and Alice
(Black) Waters and raised in Liberty, Illinois. He is survived by his wife Evelyn and her daughter
Lisette and was the loving father of Ian (son of Helen), Jessica (daughter of Helen), Brian (son
of Theresa), and Fiona (daughter of Whitney); cherished grandfather of Dylan and Madelynn;
brother to Bill and sisters Joanne, Susan, and Cathy and preceded in death by his brother
Richard; and treasured uncle to several nieces and nephews.
Jeff graduated as salutatorian from Liberty High School and continued on to receive an
Associate of Science degree in Computer Science from National University. He entered Naval
Training in 1975 and was at the top of his class in numerous training centers, allowing him to
pursue an accelerated trajectory. Through 1983, he utilized his education in nuclear power for
roles operating nuclear submarines. After his honorable discharge from the Navy, his positions
involved assessing labs for safety, training new technicians, and maintaining vital systems for
building operations. He retired from his final role, as Stationary Engineer at Good Samaritan
“Good Sam” Hospital in Downers Grove, Illinois, in November of 2020.
Jeff made many friends while pursuing his countless hobbies, which included writing,
woodworking, all things to do with music, gardening, and more… He produced his own radio
show, Dexter’s Radio Hour, for Harper College Radio and guest starred in others on the
network. When he was not working on the show, his dogs Mimi and Bailey were central to his
life.
