

Frank married his first wife, Nancy (Ludlum) in 1954 and they had a happy family with three children, Susan, Barbara and Thomas; until Nancy’s death in 2005. Surviving are his lovely wife, Irma (Connet, Farmer) (since 2009), his three children, and Irma’s six children with their families.
Frank attended Sexton High School and graduated with honors from Michigan State College in 1954 (Mathematics). Frank retired as City Assessor from the City of Flint. He previously was the first Equalization Director for Eaton County. Before Eaton County, he worked for the State Tax Commission, Michigan Department of Treasury. Following retirement from Flint, Frank served as certified assessor for the City of River Rouge and memberships included the International Association of Assessing Officers, Michigan Assessors Association, Mid-Michigan Assessors Association, Michigan Association of Equalization Directors, Farm Managers and Rural Appraisers, The Foundation of Real Estate Appraisers, and Tri-County Assessors Association.
From ROTC, Frank was commissioned an Army second lieutenant in 1954 and served with the Ordnance Corps in Germany, then in the US Army Reserve until 1984, retiring as a Colonel after being the commandant of the 5033d Lansing USAR School. He was a life member of both the Reserve Officers Association and the Military Officers Association of America. His military awards include The Legion of Merit and the Meritorious Service Medal with Oak Leaf Cluster.
Frank was a member and president of the three Kiwanis Clubs of Charlotte, Flint and Okemos. He served as Kiwanis Lieutenant Governor of Michigan District 18 in 2000-2001.
Frank regularly attended Eastminster Presbyterian Church in East Lansing and served as treasurer, clerk of session and elder.
Frank very much appreciated all his physicians, as well as all the staff members at Sparrow Hospital and Burcham Hills CHR.
Cremation was handled by Gorsline Runciman, East Lansing.
A memorial service will be held on Wednesday, November 1, 2023, 2:00 pm at Eastminster Presbyterian Church, 1315 Abbott Road, East Lansing with the Reverend Kristin Stroble officiating.
