Born February 6, 1937 on the family farm in Benton City, MO. to Roscoe and Delora (Miller) Righter; she married Duane Hibser on July 1, 1961. He survives, of East Peoria.
Also surviving are her son, Andy (Lisa Cone) of East Peoria, two grandchildren, two half brothers, as well as two half sisters.
She graduated from EPCHS Class of '55. She was also a member of 1st United Methodist Church of East Peoria since she was 12 years old.
Joann golfed in Fondulac Ladies League and Senior Couples League. She also bowled in multiple leagues at Safari Lanes including a Couples Sunday League.
Graveside services will take place at 12pm on Friday, September 11, 2026 at Hillcrest Memory Gardens with a Celebration of Life at a later date.
