Billie Phifer Welch, 83, went home to be with the Lord on July 9, 2018. She was a devout Christian and faithfully attended South Seminole Baptist for 61 years. Billie graduated from Central High School. She loved flowers and working in the garden. She was preceded in death by her husband, Jack Welch, parents, Elmer and Eola Green, sister, Beverly Hedgepath, and a brother, Tom Phifer. Left behind to cherish Billie’s memory are her children, Cindy (David) Williamson, Hampton, GA., Lisa (Jerry) Dotson, Ooltewah, TN., and Amy Hayes, Murfreesboro, TN., grandchildren, Joshua (Chelsea) Harrison, Melinda (Lee) Whitfield, Tyler Morgan, Heath and Garrett Holden, and Addison Hayes, 7 great-grandchildren, and a host of dear family and friends. A Celebration of Billie’s Life will be held in the East Chapel of Chattanooga Funeral Home on Saturday July 14, 2018 at 11:00 a.m. The family will receive friends from 4 pm to 8pm on Friday July 13, 2018 at the funeral home. Billie will be laid to rest with her husband in the Lakewood Memory Gardens South. The family would like to offer a special thanks to her caregivers at Hospice of Chattanooga. Also in lieu of flowers the family would like memorial contributions in her memory to be made to Hospice of Chattanooga. Arrangements are under the care of Chattanooga Funeral Home Crematory and Florist East Chapel, 404 South Moore Rd. East Ridge, TN 37412. From the early 70’s we have known You and Jack and the girls. What a tremendous blessing it has been for us. Your friendship is a treasure, all of you! As time passes and more of your generation of friends moves to heaven, I rejoice to know you are perfectly healed, and free of the struggles of this earthly life. Congratulations on your move to your eternal home! I look forward to joining you in the presence of Jesus and all our friends who have made the transition. In the meantime I’ll keep and treasure these fond memories I have of you. Love you!

Billie Jo Phifer was my very first friend. We were neighbors in Chattanooga at 3 & 4 yrs. old. She started to school a year before me & I thought she was so "big" then. Billie was truly a natural blonde all her life. I remember her sweet grandparents well, her mother, brother & Uncle Ray Phifer. Her sister, Beverly, came along after I moved away. Through the years, we would run into each other & it was always a joy. She is a precious lady. I rejoice she is home now with her Heavenly Father & with Jack whom she loved so dearly. My prayers are with her loving family, knowing God is the only One who can comfort.
