Mr. Starkey retired from the Chattanooga Housing Authority as Finance Director, was of the Methodist faith, a graduate of Central High School and a US Korean War veteran.
He was preceded in death by his parents, William and Pearl Starkey.
Surviving are his wife of 22 years, Wanda Starkey; daughters, Drema (Michael) Louck of Sevierville, TN, Teresa Scoggins, and Charlotte Goe, both of Chattanooga; grandchildren, Angela Dickinson, Daniel Scoggins, Shane (Patricia) Scoggins, Erica Goe, Audra (Jeff) Heath and Alex Goe; 9 great-grandchildren; and special cousins, Agnes, Mary Jo and Sally.
Visitation will be from 11:30 AM to 12:45 PM on Monday at the funeral home. Graveside services will follow at 1:30 PM at Forest Hills Cemetery with Dr. John Burkett officiating.
