Frances was born and raised in Chattanooga. She was a dedicated and loving wife, Mother and Grandmother. She was of the Baptist faith. Her hobbies included eating out, gambling, especially poker, traveling and spending time in Tunica.
She was preceded in death by her husband, Delbert W. Hale, Sr.; her parents, Willis and Eunice Moore; and brother, J. B. Moore.
Surviving are her children, Delbert W. (Debbie) Hale, Jr., Jimmie Ann (Robert) Thomas and Jeanie (Don) Conner; 5 grandchildren; and 10 great-grandchildren.
There will not be any visitation.
A Committal Service will be held at 11:30 AM on Wednesday, February 15, 2017 at Lakewood Memory Gardens South with Mr. Willie Adams officiating.
Memorial donations may be made to Memorial Hospital North Park.
