

Bill was born and raised in Edmond, with a brief stint in Pennsylvania during his early teenage years. He returned to Edmond for high school and remained there until his death.
Bill graduated from Edmond High School and continued his education at the University of Central Oklahoma, earning a master’s degree in music education. He later attended Oklahoma City University of Law, where he obtained his law degree.
Music was an important part of Bill’s life. He enjoyed smooth jazz and classic rock and played locally with the Old Bulldog Band. His love of music continued throughout his life and was one of the things he cherished most.
Bill enjoyed the simple moments of life. His perfect day was sitting poolside with family, listening to music, laughing and enjoying a martini in hand. He was known for his playful banter with his wife and with anyone lucky enough to be around him.
Those who knew Bill learned that there is often more depth to a person than what they show on the surface. He wanted to be remembered as a believer in doing what was right and as a lover of music, nature and family.
Family was what Bill loved most. He also adored his dog, Goose, enjoyed trips to Destin, Florida, appreciated a good cigar and, of course, loved music.
Bill’s professional life reflected his varied interests and his desire to serve others. He was a professor of music at UCO, served as an Assistant Attorney General-Chief of Utilities, and worked as counsel for OG&E. In Bill’s 20s, he also worked as a vocational rehabilitation counselor, helping people with disabilities find and keep jobs.
Bill was a member of the Old Bulldog Band and the Edmond Raquet Club.
He will be remembered for his love of family, music and nature, his sense of humor and his belief in doing the right thing.
Bill is survived by his wife Lynn of twenty-eight years, daughter Heather Welch and husband Dustin of Oklahoma City, OK, step-sons Brandon Davidson and wife Melissa of Broken Arrow, OK, Brian Davidson and wife Kelly of Edmond, OK, grandson Bryson Blalock, step-grandchildren Gracie, Gage, Briley, Morgan, Gray, brother Shawn Humes and wife Wendi, and two nephews Dade and Beckham Humes, and step-mother Jody Humes of Oklahoma City, OK.
A Celebration of Life will be held at Baggerley Funeral Home, 930 South Broadway, Edmond, OK 73034, on October 6, 2026, at 10:00 am.
