Watkins was born in Thellipallai, Jaffna Sri Lanka on July 14, 1963. Watkins and his family moved to Kenya, Africa in 1974, where he spent the majority of his youth years. He later returned to Sri Lanka, where he attended Jaffna College and made lifelong friends. Watkins then joined his family in South Africa, where he spent the later part of his young adulthood. In 1987, Watkins and his siblings bravely immigrated to Canada, where he spent the remainder of his life.
In his early years, Watkins loved parties and dancing; his mother describes him as “very jovial.” While being around family and friends always brought him joy, he also enjoyed reading and savoured solitude.
Watkins was a sensitive soul who was very protective of his family and known for his big heart and his willingness to help anyone who needed him. He grew an intense love for animals and had an unwavering bond with his dog Lilly, who will miss him dearly.
