Jean Simpkins was born in Galveston, Texas, in August of 1928. She was the third of four children born to Olin D. and Grace B. Radebaugh. She was preceded in death by her parents, her older brother Bernard “Jackie” Radebaugh; her older sister, Marilyn Huber; and her younger sister, Carol “Sally” Radebaugh. Jean is survived by her only daughter, Laura Jasso (Pablo Jasso), one granddaughter, Christina Olvera (Fernando Olvera); one great-granddaughter, Mia Elena Olvera; and a great-granddaughter expected in August, Olivia Jimena Olvera.
She worked at White Sands Missile Range for 33 years, eventually becoming a Realty Specialist, responsible for coordinating the logistics of evacuating private landowners out of harm’s way during the various missile launches. She was a key player at the range between the military, the landowners, and other entities responsible for WSMR operations, and is credited with streamlining the government’s evacuation and remuneration policies and procedures, as well as serving as an effective diplomatic liaison to the ranchers impacted by the government’s new frontier of missile systems testing.
“It was an exciting time to work at WSMR,” she said. “We were all so proud to be involved, and we gave it all we had for love of our country.”
Jean was a world traveler, enjoying trips to the Orient, Africa, Mexico, the Caribbean, and much of Europe, among other locales.
Jean R. Simpkins was a loving, generous, exemplary mother and grandmother who was a tremendous blessing to those who love her. She will always be in our hearts and minds.
Gathering of family and friends will be Saturday, June 17, 2023 from 1:00 pm to 3:00 pm with Prayer Service at 2:00 pm at Martin Funeral Home West, 128 N. Resler Dr., El Paso, Texas 79912.
