

Born on November 20, 1941, in Baltimore, Maryland, Theodore was the beloved son of the late Theodore A. and Louise Nettie Howard, and the brother of the late Ronnie Howard. He spent his formative years in Glen Burnie, Maryland, where he attended Marley Neck Elementary School and Wiley H. Bates Middle and High Schools. During those years, Theodore’s love for music flourished. He proudly played the trumpet in the high school marching band and performed with La Vanos, a local jazz and rhythm & blues group.
After graduating from high school, Theodore continued his education at Morgan State University, earning his bachelor’s degree while remaining active in the university’s marching band. His professional career began at the Aeronautical Chart and Information Center in St. Louis, Missouri, where he worked as a cartographer for the U.S. Air Force. A few years later, he accepted a position with the Army Map Service in Washington, D.C., where his talent and leadership earned him several commendations, including the Outstanding Employee Award.
Throughout his career, Theodore held multiple managerial positions and pursued higher education, obtaining his master’s degree from American University. In 1982, he became Director of the Terrain Analysis Center with the U.S. Army Corps of Engineers, where he dedicated his efforts to supporting both military and civil organizations with vital environmental information. His commitment to excellence led him to attend the Army War College (Class of 1986) and the Federal Executive Institute, further expanding his distinguished career in federal service. He later retired as Associate Director for Operations at the Topographical Engineering Center, U.S. Army Corps of Engineers.
In addition to his civilian career and accomplishments, Theodore proudly served twenty years in the Army National Guard and Army Reserves. He was also a proud brother of Omega Psi Phi Fraternity, Inc.
On July 15, 1967, Theodore married the love of his life, Josephine, in Media, Pennsylvania. Together, they shared fifty-eight years of love, partnership, and devotion to family. He was the devoted father of Torre Howard, Michael Howard, and Christopher Howard (wife Shervee Howard); cherished grandfather of Ajour Howard, Ajwon Howard, Michael Howard Jr., Colt Howard, Braxton Howard, Pria Howard, Olivia Howard, and Royal Howard; and proud great-grandfather of Aja Howard. He will also be deeply missed by his sister-in-law Geraldine Moat, cousins Kerri and Chrys Rogers, and a wide circle of extended family, fraternity brothers, friends, and colleagues.
A man of depth and integrity, Theodore balanced his professional success with a love of simple pleasures — fishing, playing cards, and traveling were among his favorite pastimes.
Family and friends will gather to celebrate Theodore’s remarkable life on Saturday, November 15, 2025, at 1:00 p.m. at Gary L. Kaufman Funeral Home at MMP Inc., 7250 Washington Blvd, Elkridge, Maryland.
