

Shirley grew up in Oceanside, CA and Lake Tahoe, CA, and graduated from Oceanside HS. Throughout her life, she was deeply cherished—known for a steady loyalty to those she loved, a compassionate spirit, and a kind-hearted way of meeting others with patience and care. Even in life’s ordinary moments, her gentle humor had a way of bringing lightness and comfort.
Shirley worked as a parent search clerk for the County of San Diego, a role she approached with genuine dedication. She was passionate about this line of work and took great pride in helping reunite families—an expression of the faithful, caring heart that guided her life and the respect she held for the bonds that connect people.
On February 14, 2001, Shirley married her husband, Kinard J. Parnell, and together they built a life rooted in devotion and love. Shirley was a beloved wife, mother, and grandmother, and she treasured time spent with her family.
In her free time, Shirley enjoyed making jewelry and found joy in gardening. She loved dogs, delighted in Christmas and decorating, and embraced the warmth of family gatherings—creating a home life marked by tenderness, loyalty, and the quiet comfort of being together.
Shirley is survived by her husband, Kinard J. Parnell of Escondido, Ca; her daughter, Rachael Smith; and her granddaughter, Amirah Jade.
