He was preceded in death by his wife of 53 years, Patsy J. Thene.
Downey is survived by his daughter, Melinda Miller (Brent); son, Ernie Thene (Julie); and grandchildren, Emily Miller, Erin Miller, Ainsley Thene, and Ella Thene.
A Private Entombment will be held at a later date.
