

It is with great sadness that we announce the death of Dianne Jean Murphy Blank, age 79, on February 17, 2026 at Inova Fair Oaks Hospital, Fairfax Virginia. She was the wife of David Blank with whom she shared over thirty years together. A previous marriage of over 20 years to Richard Murphy ended in divorce. She was born in Minden, NE on July 22, 1946 and was the only child of Lucille Hansen Doyle and William Doyle. She was raised in Nebraska and Colorado Springs, CO where she graduated high school.
Dianne was a lifetime learner. Curiosity was a guiding precept. In 1983 she obtained an Associate in Arts degree from Palomar College. She subsequently attended San Diego State University where she obtained both a Bachelor of Arts and Science degree, Magna cum laude with distinction in Psychology in 1985 and then a Master of Arts degree in Psychology in 1992.
Her professional career began as a Research Psychologist at the Navy Personnel Research and Development Center (NPRDC) in San Diego, CA in 1987. She worked on many projects most notably worldwide surveys of Navy Personnel. She was then detailed to the Chief of Navy Personnel in Washington, DC as the Liaison Officer to NPRDC where she worked to further develop surveys as well a manage Navy-wide research and development projects. She then continued that work at the Defense Manpower Data Center (DMDC) in 1993 as a Social Science Analyst and then transferred to the United States Government General Accountability Office (GAO), a Congressional agency, in 1994 as a Program Manager and served there for the next 17 years. Dianne’s work at GAO with the Education, Workforce, and Income Security Team was exemplary, most notable in workforce development and for which she received several special awards. Her work on the Workforce Investment Act resulted in numerous improvements to programs designed to assist job seekers and displaced workers. Her efforts on Trade Adjustment Assistance were instrumental in improving the program and she received a personal commendation from the Congress. Dianne was a gentle mentor and was highly respected by her colleagues. She retired in 2011. Dianne loved her work and felt that during her 28 years of United States Government service she was actually able to help people achieve a better career and happier life.
Dianne suffered from rheumatoid arthritis from the age of 16. The disease was debilitating and treatments only partly relieved her pain although, with stoic defiance, she rarely protested. In 2024 she acquired an additional rare autoimmune disease, antibody encephalitis, which bound her to a wheel chair. Her death was caused by the complications of a perforated duodenal ulcer with which, in her deteriorating physical condition, she could no longer survive.
Dianne was a charter member and Chair of the Board of Trustees of Hope United Methodist Church in the Rancho Bernardo, Penasquitos, Poway area of San Diego, California. Her first efforts for the newly formed congregation were to help furnish the Parsonage, then also used for meetings, social gatherings and choir practice. Later she will be remembered for her instrumental work helping to acquire the largest amount of funding for land for new Church construction ever awarded by the Methodist Conference Committee. She helped design the new sanctuary and over the years served in many capacities on administrative and program committees and task forces of the Church.
She loved to travel, be it for work or to visit family, friends or just for fun. Minden, NE was always a favorite destination as there was much family there, including her half-sister and spouse, Kay and Russ Olsen. She and her husband David went on one or two international travel trips every year. Following many of these trips Dianne would create and publish a travel book of the trip and share it with family and friends. Dianne spent much time doing ancestry research and was captivated by her Danish and Irish heritage. Her trips and explorations of ancestral homes were particularly rewarding.
Dianne was devoted to her family, friends, home and cats. Her calm yet resolute demeanor served her well in resolving issues in both her professional and personal life. She was brilliant, charming, honest, patient, kind, tolerant, bighearted, beautiful, and loving and it was always a pleasurable experience to be with her. She will be dearly missed by all who knew her.
Dianne is survived by her husband David L Blank of Fairfax Station, VA, her son Brett A Murphy and his wife Patty, of Phoenix, AZ, and her step-daughter Ellen Dodman and her husband Rob, of Smith Mountain Lake, VA. She is also survived by seven grandchildren and three great-grandchildren. She was predeceased by her parents, Lucille and William Doyle her first husband, Richard A Murphy and a half-sister Kay Olsen.
A graveside service and interment were held on February 20, 2026 at Pleasant Valley Memorial Park, 8420 Little River Turnpike, Annandale, VA.
