Ouy was born and raised in Battambang, Cambodia prior to moving to Fall River. He worked as a machine operator in the textile industry. He loved being outdoors and gardening.
He is survived by many nieces and nephews including, Rani Ros and her partner Victor Primo Jr., Kimberly Ros, Dara Ros and his partner Mary Soeur; great nieces and nephews Briella and Sophia Primo and Zane and Zeke Ros; one sister Oun Ros of Cambodia.
His Funeral Service will be held on Friday, June 6, 2025, at 10:00AM in the Chapel of Hope and Memory at Swan Point, 585 Blackstone Blvd., Providence, RI. Relatives and friends are invited. Visitation will be held prior to his service from 8:15 to 9:15AM in the Waring-Sullivan Home at Cherry Place, 178 Winter St., Fall River.
