Richard E. Tuck was born in Los Angeles, California to Russell S. and Mary L. (Slocum) Tuck on December 20, 1924. He went to school at University High School in Los Angeles. He married Lou Ann Corn on February 9, 1952 in Los Angeles. He graduated from UCLA in 1947.
He worked as an operations research analyst for the U.S. Government Accountability Office for 16 years and retired in 1989.

Richard is survived by Nancy Tuck Provenzano, Thomas Provenzano, Richard E. Tuck Jr., and Lorraine Mantei, grandchildren: Lianne Tuck Provenzano, Michael Tuck Provenzano, great-grandchild: Gianna Rose Provenzano.
