Born on December 29, 1940, in Brooklyn, New York, to John and Lucille (DiPalo) Soutar, John graduated from Sewanhaka High School in Elmont, New York. Shortly after graduation, he proudly enlisted in the United States Army, serving as a Radio Relay and Carrier Operator. This service sparked a lifelong passion for electronics.
John built a successful career repairing electronics before finding a second calling in law enforcement. He served with the New York State Department of Corrections and later retired from the New York State Department of Mental Health at Pilgrim Psychiatric Center.
A man of deep faith and community spirit, John was a devoted member of St. Elizabeth Ann Seton Catholic Church and an active member of the Loyal Order of Moose Lodge in Ormond Beach.
In 1978, John married the love of his life, Joyce. Together, they shared a beautiful 41-year marriage. Following Joyce’s passing, John missed her dearly, and his family takes great comfort in knowing they are reunited once again.
John was a man of many talents who loved keeping busy. Whether remodeling homes or working on electronics, he took immense pride in his ability to build and repair. Above all, John was a kind and gentle soul with a wonderful sense of humor. He was a steady, comforting presence in the lives of his family and friends, always ready with a joke or a helping hand.
John is survived by his sister, Patricia Anderson; his children; John Soutar, Raymond Soutar, Timothy O’Connor and Colleen (Leonard Boone) Soutar; daughter in law Deanna O’Connor, his grandchildren; Nina Soutar, Noah Boone, Alexis O’Connor, Caragh O’Connor, Krystal Soutar and Joseph Soutar along with a host of cousins, nieces, nephews and great grandchildren. John was preceded in death by his beloved wife, Joyce; his parents, John and Lucille; his sons, Shawn Soutar and William O’Connor; his grandson, John Charles Soutar Jr. along with many other family members and special friends.
He leaves behind a loving family who will carry his memory in their hearts always. Though his absence will be deeply felt, they find solace in knowing he is back where he belongs—with his beloved Joyce.
Family and friends will be received Friday, August 28, 2026 from 2-4 & 6-8 PM at Craig-Flagler Palms Funeral Home, 511 Old Kings Road South in Flagler Beach.
A funeral Mass celebrating his life will be held St. Elizabeth Ann Seton Catholic Church on 8/29/2026 at 1:00 P.M.
