

Louis was raised in Philadelphia, where he attended Monsignor Bonner High School. A natural athlete and competitor, he was a standout on the football field and distinguished himself in the Catholic League. He went on to earn both a Bachelor's and Master's degree in Civil Engineering from Villanova University, laying the foundation for a remarkable career.
He began his professional life with the United States Army Corps of Engineers, an opportunity that took him across the world, including a posting in Tokyo, Japan. Upon returning to the United States, he continued to build his career in engineering and industry, including a tenure at IU Conversion Systems. Ever entrepreneurial, Louis co-founded VFL Technology, which he successfully grew and sold in 2005.
Louis is survived by his beloved wife, Stella Ruggiano; his son, Marc, and daughter-in-law, Shelly; his grandchildren, William and Mia; his sisters, Geri and Flossie; and his brother, Michael. He was preceded in death by his parents, Michael and Florence Ruggiano.
Louis will be remembered for his sharp sense of humor, his infectious laugh, his strongly held convictions, and his lifelong passion for Philadelphia sports. He had a deep love of music — particularly the timeless voices of Frank Sinatra and Elvis Presley — and could often be found singing along with great enthusiasm. He also had a special fondness for German Shepherds. He was a devoted husband, father, and grandfather who leaves behind a legacy of determination, warmth, and laughter. He will be deeply missed by all who knew and loved him.
A memorial service will be held on Saturday, June 20, 2026, at 11:00 a.m. at Hammock Community Church, followed by visitation and a burial service at Craig Flagler Palms Funeral Home.
