Noel was born in 1942 in Rock Camp, West Virginia and spent his childhood in Baileys Ville,, WV. After serving six years in the U. S. Army, he served with the Fort Smith Police Department for twenty years where he retired as Captain. He then served many years as part of the Security Department of Mercy Hospital, up until his passing.
He is survived by his wife Sharon; his sons, Noel R. Harvey Jr. and Nick Harvey; three daughters, Janine House, Janna Hildebrand, and Jessica Mims; his step-children, Christal Chappell and Jamie Mackey; He is also survived by many, many grandchildren and great-grandchildren.

Memorial Service will be 10:00 AM Friday, November 5, 2021, at Edwards Funeral Home Chapel, 201 North 12th Street.
