Born and raised in Maloma, San Felipe, Zambales, Philippines, Billy was the second eldest of eight children to Juan and Rosalina. The values of hard work were instilled in him from a young age. He'd often reminisce about rising with the roosters to help tend to the family farm before heading off to school. He graduated from RMMSAT (now Ramon Magsaysay Technological University) in 1964. While working to support himself, he went on to earn a Bachelor's degree in Business Administration-Management from the University of the East in Manila in 1971. It was during these college years that love blossomed when he met Nora, his soulmate.
Together, Billy and Nora built a beautiful life for over 51 years. They raised four children: Alexander (Alma), Mark (Jhey), Abigail (Jor), and Katrina (Bryan). His proudest role was being "Papa" to his six grandchildren: Ally, Ace, Eli, Alyanah, Ozias, and MJ. Billy's dedication extended beyond his family. He served for 20 years with the National Irrigation Administration (NIA) for the Philippine government before immigrating to the United States in 1996. He continued working hard at Syquest and Iron Mountain Inc. until his well-deserved retirement in 2018.
Billy cherished bonding with his siblings: Orly, Letty, Gie, Mercy, and Edna. He was predeceased by his beloved twin brothers, Carlos and Cesar. Casino trips, buffet outings, and experiences of retired life were some of their most treasured moments together.
Billy found joy in life's simple pleasures like his morning cup of coffee, cooking sumptuous meals, and playing his harmonica. He truly thrived on connecting with others, his humor and heartfelt stories bringing laughter and warmth to those around him. Despite a sometimes stern expression, his heart overflowed with compassion, and he was always ready to lend a helping hand. While his unexpected passing leaves a gaping hole in the hearts of his loved ones, his legacy of compassion, wisdom, and a life well-lived will continue to inspire all who knew him.
