Cezar was born July 27, 1923 in Manila, Philippines to Placido and Miguela (Lingat) Canlas. He was the second oldest of 11 children, 8 preceded him in death.
He graduated from Jose Rizal College. He worked as a manager for companies in Guam, Camp John Hay, Zamboanga, and Manila.
Cezar married Norma Sinocruz Canlas in 1958 and four children were born from this union. Cezar loved singing, gardening, and collecting and restoring old things.
Cezar is survived by his wife, Norma Sinocruz Canlas; his 4 children, Michael, Susan, Nelson and Evelyn; in-laws, Liberty, Gil, Dolores and Salvador Jr.; 10 grandchildren, Jairus, Jaycer, Justin, Bryan, Genelle, Bruce, Bryle, Blytes, Karl and Kenneth; 2 brothers, Ruperto and Jesus; and host of nieces, nephews, cousins and friends.
