Josie was born in Bocaue Bulacan, Philippines on November 7, 1943 as the daughter of the late Joaquin Alcantara Sioson and Arsenia Manos Sioson. She grew up with her older sister Flordeliza Sioson Objero.
Josie is survived by her husband Felipe Manuel, her children Francis John Manuel and Jennilee Manuel Zulueta. She is also survived by her four grandchildren Lilianna Manuel, Clarissa Manuel, Jacob Manuel, and Alyssa J. Zulueta.
