Manuel was born on July 28, 1934, in Pasuquin, a coastal town in Ilocos Norte, Philippines. He graduated from the National University with a Bachelor of Science in Architecture and dedicated his life to designing beautiful, functional spaces for people to live, work, and enjoy.

A hardworking and dedicated provider, Manuel devoted himself to supporting his family throughout his life. He was a loving husband, father, grandfather, and friend who found joy in gardening, sharing good meals with family and friends, and traveling the world.
He is survived by his children, Alwen Laguatan, Lynn Laguatan, Manuel Victoriano Laguatan Jr., Suefen Tsai, and Roseld Victoriano Laguatan; and by his grandchildren, Ashlyn Marie Laguatan, Kyle Evan Laguatan, Anika Laguatan, and Laila Laguatan.
