Paulette was born the only daughter of Modesto and Mercedes Tumacder in Honolulu, Hawaii on March 20, 1953.
Paulette attended Sunnyvale high school. During her sophomore year she started working at Western Electric in purchasing as a mail clerk. She continued working after graduating from Sunnyvale High School. would continue to work there while it became AT&T & is now known as Lucent Technologies. While being employed there for a total of 31 years she worked in reproduction services, payroll, estimating, COSMOS, editing & sourcing, quality & installation. She also spear headed several projects. She was able to retire in 2001 at the very young age of 48.
Paulette married Hammond Philyaw, Jr. on May 22, 1982 she was a devoted wife for 34 years.
She has one child, named Marcella Who is married to Freddie Tabion. Paulette has 3 beautiful grandchildren Jazmine, Jordan & Jayla who she loved more than anything.
