Percival Espino Kempis was born on October 12, 1924 in Manila, Philippines and raised in Dulag, Leyte. He was the oldest child of Simeon Kempis and his wife Bruna Espino Kempis. He later moved to Manila to attend Torres High School and graduated with a B.S. in Business Administration from Far Eastern University.
After graduating from college, Percival worked in Manila. In 1963, he moved to Aborlan, Palwan to become the budget officer at Palawan National Agricultural College. He married Fe Soberano Kempis and had six children Marilyn, Ambrosio, Nimrod, Benjamin, Percival Jr., and Perla.
In 1977, Percival migrated to the U.S. as a professional to begin a new life for his family and build a future for his twelve grandchildren Jairus, Kevin, Hannah, Mary Krystle, Kenneth, Alexa, Jenny, Jace, Josh, Ariana, Anjelica, and Beau Jed. His kindness, strength, and generosity will never be forgotten and he will forever be missed by his family and friends
