James is survived by his sister, Gwen, and John Nigro of Fremont, Indiana; brother, Donald and Rhonda Foster of Van Wert, Ohio; Steven Foster and Lynn Wiseman of Flint, Indiana; and John and Patty Foster of Leland, North Carolina. He was preceded in death by his parents, Okey Ray and Madge Foster, and a brother, Patrick Foster.
James graduated from Fremont High School in 1967 and served in the US Marine Corps from 1968 to 1971. He later earned a civil engineering degree from Purdue University.
A private graveside service with military honors will be held at a later date.
