Frank was born on December 23, 1932, to Ann and Frank J. Winslow Sr. in Hanford, California. Frank was the youngest of four children, having three older sisters. Shortly after Frank was born, the family moved to Fresno. He attended St. John’s Elementary School, San Joaquin Memorial, and Washington Union High School. After high school, he was drafted into the Army in 1953 and served in the Korean Conflict for two years.
Frank met his wife, Ellen, in 1949, and they were married on a 3-day weekend pass in 1953. After the Army, Frank returned home, worked at Safeway for a few years, and later was a route salesman for Hostess and Red Star Laundry. Frank retired in 1991 and bought a ranch in Kerman where he farmed grapes. He enjoyed farming and being productive. In 2016, Frank and Ellen sold the ranch and moved to Fresno.
Throughout their life, Frank and Ellen loved to vacation in their travel trailer. They travelled across the United States, Canada, and Mexico. During the later years, they would travel to Arizona for three months during the winter and take their fishing boat to Wishon, staying in the village for two months.
Frank was a handyman. His knowledge included landscaping, cement, carpentry, plumbing, electrical, automotive repair, and of course, anything on the farm. If it needed to be fixed, Frank would be there. He was always willing to lend a hand and was especially grateful if you fed him lunch and had a cold beer.
Frank was preceded in death by his parents, three sisters, and his son, Frank Julius Winslow III. Frank is survived by his beloved wife Ellen of 72 years, daughters Patricia (Bruce) Kalajian and Kathleen Diamond (Derren Fanning - Fiancé), grandchildren Bryan (Jamie) Kalajian, Kevin (Brittany) Kalajian, Brianah (Denny) Singh, Dominique Diamond, Hunter (Zach) Kaiser, and Cassandra Diamond. He also cherished his great-grandchildren, Alexis, Alivia, Zovan, Livleen, Kole, and Max.
Frank will be remembered for his kindness, his sense of humor, and the love he shared with Ellen and the rest of his family and friends.

Services for Frank will be held on Monday, February 9, 2026, starting at 11:00 a.m. at Fresno Memorial Gardens, located at 175 S. Cornelia Avenue, Fresno, CA 93706. All who knew and loved Frank are welcomed to attend.
