

Upon graduation and completion of active duty enlistment in the United States Army Reserves, he worked for the City & County of San Francisco and held several posts from legislative analyst to lead administrative assistant to the Board of Supervisors. Later, he was assigned to the office of the mayor and on two occasions served as acting deputy mayor. Ricardo, in his next job opportunity, was appointed as an administrator for the Port of San Francisco. After leaving public service, he began his private corporate entrepreneurial career with the former Pacific Telephone Company as treasury manager. He later continued his entrepreneurial spirit with emphasis in the commercial real estate brokerage arena in the San Francisco Bay Area. Ricardo Bowen came to the Dallas Metroplex in 1998 to launch his commercial real estate business in Texas.
Ricardo was a licensed real estate broker in Texas. He earned his Bachelor of Arts in International Relations and Economics from the California State University at San Francisco. Mr. Bowen also studied law at Lincoln University in San Francisco and labor relations at the University of San Francisco.
In 1994, Ricardo married the love of his life, Norine.
Consul General Ricardo Miguel Bowen was appointed Honorary Consul at Dallas in 2001. In 2002, the Texas State Senate recognized Consul Bowen (proclamation #93) for his exemplary public service, endless hours and dedication to improving and enhancing the cultural, educational and economic ties between Texas, Ecuador and the international community at large. In December, 2004, Mr. Bowen was further recognized by the State of Texas and appointed Honorary Secretary of State. He was bestowed this honor by (former) Texas Secretary of State, Geoffrey S. Connor for his dedicated service in promoting understanding, prosperity and opportunity between the people of Ecuador and the people of the State of Texas.
In 2006, Mr. Bowen was promoted to Honorary Consul General of Austin and all of North Texas by Presidential Decree signed by the former President of Ecuador, Dr. Alfredo Palacio. Ricardo Bowen was officially recognized and awarded certificates by the City of Dallas and the City of Austin for his continuous efforts in promoting international goodwill and relations. Mr. Bowen had also been awarded special recognition by the “Senami” Secretaria Nacional Del Migrante (a Ministry of the government of Ecuador) for his diligent efforts on behalf of the Ecuadorian migrants.
Consul Bowen’s advocacy for over two years, coupled with a strong, personal commitment was responsible for the first ever International Hispanic Business Summit held during a daylong event on September 10, 2008 in Dallas, TX.
On October 16, 2008, Consul General Ricardo M. Bowen, officially opened the Honorary Consulate/Trade offices in Austin, Texas. Consul Bowen was officially greeted and welcomed for his commitment and passion by the Governor of Texas and Mayor of Austin, along with numerous government representatives as well as the business community.
In September, 2009, in Quito, and, again in September, 2021 in Guayaquil, Consul General Bowen spearheaded, coordinated and played a decisive role in the overall guidance of two successful medical missions for Operation Walk Virginia.
In November, 2009, Consul General Bowen was the primary visionary and leader in helping establish a non-profit corporation (501c-3 – GRULA) and served as its President/CEO. The organization provides aid and assistance to Hispanic Americans with emphasis on the immigrant population and their families in their country of origin.
Ricardo retired from his appointment in 2022 and continued to live between Frisco, Texas and Quito, Ecuador.
He is preceded in death by both of his parents Miguel Ricardo Bowen and Ottilie Bowen de Grimmer. Ricardo is survived by his loving wife of 29 years, Norine A. Bowen, his sister, Olga Bowen DeMotte and numerous nieces, nephews and cousins.
A Funeral Mass for Ricardo will be held Thursday, October 5, 2023 at 1:00 PM at St. Francis of Assisi Catholic Church, 8000 Eldorado Pkwy, Frisco, TX 75033 there will be a reception immediately following at 2:00 PM at Stonebriar Funeral Home, 10375 Preston Rd., Frisco, Texas 75034. Graveside service will be held on Friday, October 6, 2023 at 10:30 AM at Ridgeview West Memorial Park, 7800 Sanctuary Dr, Frisco, TX 75033.
