Frances Dolores Carter

Frances Dolores Carter, 92 passed away peacefully on Sunday, June 12, 2016. She was born on April 7, 1924 in Lemont Furnace, PA to the late Joseph and Mary Prah.  She was employee of the Federal Government working for the Small Business Administration until her retirement in 1987.  She was a member of St. Ann?s Catholic Church and docent at the Basilica of the National Shrine.  She was a talented water colorist and loved to travel.

In addition to her parents, she was preceded in death by her husband William C. Carter, sisters: Caroline Patchan, Ann Kelley, Hermina Cervenak and Helen Locke and her brothers: John and Joseph Prah.  She is survived by her sister Jane Shay of Washington, DC, her daughters; Ann Santoli (Robert) of Davidson, NC and Patricia Katz (Michael) of Wilmington, DE and stepson William H. Carter (Diane) of Cape Neddick, ME and six grandchildren.

Mass of Christian Burial will be offered at St. Ann?s Catholic Church, Yuma Street, N.W. on Saturday, June 18th at 10:00 a.m.  Interment will be at Gate of Heaven Cemetery in Silver Spring, MD.  In lieu of flowers contributions may be made to St. Ann?s Catholic Church in her memory.
