Duvall, Jr. and MaryHubbell Duvall. He is survived by his wife Debra (Hart), daughter Elizabeth(Ellie), son William (Harrison), sister Laura Ferguson, and brother James(Jimmy). Our beloved husband, father, son, brother, and friend lived his life with
humility and intention and selflessly spent every ounce of his energyensuring the well-being of us all. He was the most dependable and loyalperson to all.A natural athlete, Billy played tackle and was captain of the Wootton High
School football team (#63). After graduation in 1989, he attended EmoryUniversity where he pledged to Kappa Alpha Fraternity (KA) (PC93) andearned a B.S. in Applied Physics. From there he earned his M.S. in CivilEngineering from the University of Maryland. He worked as a StructuralEngineer for five years, and in 2002 he joined Rathgeber/Goss Associates(RGA) and soon after becoming a partner and worked on big projects likethe Kettler-Capitals Iceplex, Salamander Resort and Spa, Mitre OfficeBuilding, Merriweather Office Building and many other notable projects. Hewas a member of many professional organizations such as: AmericanInstitute of Steel Construction, American Iron and Steel Institute, AmericanConcrete Institute, American Society of Civil Engineers, and the StructuralEngineering Institute.Bill was an innovator and a creator, and he loved the outdoors. He loved to
work with wood and enjoyed carving ducks. Truly he could really build orfix anything. At a young age he even carved himself a pair of skis and taughthimself to ski on a local sledding hill. He spent his childhood hunting duckswith his dad on the Potomac, and running around the woods with his brother, sister, and friends. After high school Bill discovered rock climbing and hequickly excelled. He joined the PATC - Mountaineering Club and becameknown as the guy who will show up and go for it. His friends remember boldleads on rock and ice in the Grand Tetons, WY; Vail, Colorado; Great Fallsand Carter Rock, MD; Seneca Rocks, WV, and all throughout New Englandin temperatures that were well below zero. Later in life he found his love forice hockey and shared his passion with his kids. Bill played with The Aerosin an adult hockey league, coached his son's team, and loved going to watchthe Capitals play. "Let's Go Caps!!"There was, however, nothing more important to Bill than his family. Bill
leaves behind his wife Debra (Hart), his daughter Elizabeth (Ellie), and hisson William (Harrison). He will live in their memories as the person in theirlife that would drop everything to help them. They cherish the memories ofskiing together, attending Jimmy Buffet concerts, geeking out on both StarWars and Star Trek, going for rides on his Harley, family fire pit evenings, summers at Bethany Beach, capturing every moment through his passion ofphotography, paddle boarding on Riley's Lock (often with Oliver as the hoodornament) and they will always remember him when they would sing their"bounce house song" - Upside Down by Jack Johnson. As a protector and defender, Billy was very close to his parents, and siblings.
They talked often and supported each other in everything. No matter howbusy he was, he made time to be available for them. As the first son andolder brother, he was the person they could rely on to listen to their worriesand give advice. He was just as capable of a car mechanic as he was atfixing the computers and TV's. But more than that, his mom and dad reliedon his love and affection; their special relationship was one to admire. Billy's family, friends and colleagues will forever remember his gentle yet confident demeanor, his goodness and his smile. He will continue to be our inspiration as we honor his life through our words and actions. He will always be with us in all we doand will be our guardian angel. Thank you for all you did for us and gave to us.We hope that you found peace, love, strength and kindness you shared with so many.We will always love you.A graveside service for family was held on Saturday April 6, 2024 at Parklawn MemorialPark in Rockville, MD.
