

She was born on November 6, 1918 in Stop, Kentucky to Annie and Kinley Dowell. She married Maurice Sapp on September 29, 1946. Maurice preceded her in death on October 11, 1991.
Elsie and Maurice lived in many cities due to his job with Exxon including Anahuac, Baytown, Richmond and Longview, Texas. Before marrying Maurice, Elsie owned a beauty shop in McKinney, Texas. She later worked for many years at the Richmond State School. They retired in Longview and traveled extensively in their motor home with a group of very good friends.
Elsie was active in many volunteer organizations including the Good Shepherd Medical Center in Longview and the Young at Heart group at Mobberly Baptist Church in Longview. In 2003, Elsie decided to move to a new home in Georgetown to be closer to her children and grandchildren. She developed many meaningful relationships while attending Crestview Baptist Church. She was a devoted and loving wife and mother who never put herself first and loved to have fun and laugh. She will be greatly missed by all her friends and family.
Survivors include daughters, Mary Beth and husband Coyle Kelly of Austin, Texas and Tanya and husband Carroll Benner of Georgetown, Texas; sisters, Bonnie Weidman of Dallas, Texas and Ermon Moreland of McKinney, Texas; brother, Hughlon Dowell of Farmersville, Texas; two granddaughters, Tracy Cannon and Tiffany Richard and husband Chris; and three great grandchildren, Avery, Mason and Landon.
Visitation will be held from 6:00 to 8:00 P.M. on Friday, September 24, 2010, at the Cook-Walden Davis Funeral Home in Georgetown, Texas. A graveside service will be held on Saturday, September 25, 2010 at 2:00 P.M. at Memory Park Cemetery, in Longview, Texas, where Elsie will be laid to rest with her beloved husband, Maurice.
