Bill was born in Oklahoma City, Oklahoma on July 31, 1939, to Russell Grady Lacy and Hazel Laverne Lacy. His younger years were spent in Lawton, Oklahoma. One of Bill’s first accomplishments came at the early age of 12 years old. Whittier’s Billy Lacy was selected City’s Midget All – American Football. Bill was awarded a trip to Lakeland Fl., for the fifth annual Santa Claus Midget Bowl ceremonies. Bill graduated from Lawton High School and then went on to OSU and received his Bachelor of Science in Business. After graduating, Bill went into the insurance claims business and after 25 years he became an executive general adjuster and finished his insurance claims career as a contractor. He also built houses and commercial buildings in his off season of handling storm claims. Bill loved traveling and he traveled to about 50 countries and 48 states over his lifetime. Seeing the world and being involved with different cultures was important to him. Bill enjoyed meeting people from all walks of life. He particularly loved Switzerland and Italy and would go there every time he had the chance. Around 1985 Bill bought a Bed and Breakfast in Portugal which he spoke about often and made many lifelong relationships during his time there.
Bill was preceded in death by his parents, Russell Grady Lacy and Hazel Laverne Lacy, son, William Russell Lacy II, daughter, Lori Jean Lacy and nephew, Danny Williams.
Bill is survived by his partner, Wendy Palomo, his sister Donna (Jim) Barksdale, nephew Jay (Pam) Barksdale and their 3 children, nephew Barry (Dinah) Barksdale and their 4 children, brother Robert (Karen) Lacy, nephew Nick (Laurie) Lacy and their 3 children, nephew Scott Lacy, nephew Doug (Leslie) Lacy and their 2 children, sister Sue (Clovis) Williams, niece Julie (Sam) Adams and their 4 children.
A Celebration of Life will be held at Cook-Walden Davis Funeral Home, 2900 Williams Drive, Georgetown, TX 78628, on Saturday, July 23rd, 2022 at 10:30 AM. This service will be live streamed at: https://vimeo.com/731190048. A reception will follow from 11:30 AM to 1:30 PM. In lieu of flowers, memorials may be made to Samaritan’s Purse Operation.
